Chidori was never banned. Abusing is with some other moves causing the attack's power to 10fold was banned.
And defence is mainly tai based. But we are probably going to go over most damage code and make it so more stats are involved in stopping damage.
For instance. If I use Tsukuyomi on you, you having high gen should lower my Tsuku's dmg atleast a little bit.
